E’Liyah Conner, Licensed Bail Agent Serving New London County
Meet our newest 3-D Bail Bonds team member, E’Liyah Conner. She is our bail bonds lady in New London County. Liyah joined our New London bail bonds team this past summer.
E’Liyah (Liyah) is fully licensed to post bail bonds throughout Connecticut. She is your bail bonds lady for southeastern Connecticut and New London County. Born and raised in Youngstown, Ohio, she comes to 3-D Bail Bonds with a degree in criminal justice from Eastern Gateway Community College.
Before working in the bail bond industry, E’Liyah worked in the Ohio Department of Rehabilitation and Corrections. The position at the Ohio prison was one of the most influential work environments she experienced. It was a positive experience for her at an early age, as it allowed her to be prepared to serve and protect her community by learning skills like punctuality, responsibility, interpersonal communication skills, mental health awareness, and de-escalation techniques to name a few; traits she will carry on in her position at 3-D Bail Bonds, Inc.

E’Liyah believes that bail reform plays a significant role for people accused of a crime. She shares, “I believe bail is the most important pre-sentencing release form because it holds adults accountable and is economically efficient, sparing taxpayers from incarceration costs.”
Knowing first-hand how prisons operate, bail bonds lady E’Liyah understands the urgency to get someone out of jail as soon as possible. On a personal level, she can connect to parents who are being held, as she was a child with an incarcerated parent. Her mission is even more meaningful today, knowing she now can facilitate someone’s freedom on surety bail.
As part of the 3-D Bail Bonds team, E’Liyah is currently the local bail bonds agent in New London County serving New London, Waterford, Groton, Corrigan, Norwich, and the women’s prison in Niantic. Conveniently located, she is mere minutes from any police station in the New London, CT area. Occasionally you will hear her answering the lines at our main office in Hartford or at the local courthouse when she is not posting bail.
Outside the bail bonds industry, E’Liyah is a “soccer mom”, is an active member of the New London CT Soccer Club, and you can catch her with the New London U-11 or PeeWee soccer squad. She is also studying for her upcoming law exam, as she aspires to continue making an impact in her community and society.
